　　四名劫匪乔装成油漆工闯入华尔街一家信托银行，挟持了五十名人质。一直渴求升职为纽约市一级探长的基斯·弗雷泽(丹泽尔·华盛顿饰)奉命赶至现场，试图和劫匪头子道尔顿·卢赛尔(克里夫·欧文饰)沟通以释放人质。道尔顿·卢赛尔非常冷静聪明，他指挥同伙把银行与外界封闭，威胁警方每隔一小时就杀一个人质，并让人质都穿上和劫匪一样的衣服与头套，让NYPD难以下手，而自己扮演着傀儡师的角色，把人质和警察玩弄于股掌。时间推移，劫匪除了要求警方提供逃逸用的巴士和飞机外，似乎没有进一步的行动，谈判陷入僵局。弗雷泽渐渐感到这起劫案中另有蹊跷，这时一名权力背景复杂的女人玛德琳·怀特(茱迪·福斯特饰)出现，而信托银行董事长阿瑟·凯斯(克里斯托弗·普卢默饰)也紧密地关注着这起劫案的进展，事态向更复杂的方向发展。
